In theory someone is able to move servers every 5 minutes.
Since moving servers is quite a resource intensive process (someone might move with hundreds of pairs, and they move with them), we should introduce a limit on the moving.
Acceptance criteria:
- A configuration on the server is added to rate-limit people moving to their server, in number of hours.
- Admin panel is adjusted so that this configuration can be set
- Client should show a nice error message when moving to a server fails (right after the server selection).
